Is there a "Review Only" pull request?

I like the mechanism for code reviews via pull request, but is there a way to distinguish between wanting just a diff for people to look at and an actual request to merge some code?

I think it would be great if there were a "Review Only" check box or something that would create the same pull request just disable the "merge" button. Then there would be no chance for confusion and accidentally merging unfinished code.

This is a really important feature that I'm looking for as well. Gitlab does this really easily by just putting 'WIP' in the name of your pull request, and it treats them as a Work in Progress pull request, just to be reviewed, and not merged.
