I want to disable pull request merge button in bitbucket based on a message received from google pubsub.
Is there a plugin available to subscribe to pub sub? Or is there an api to enable / disable merge button based on external status?

Are you using Bitbucket Cloud or Server? The level of customization will depend on that.
