Being able to work in a personal clone and then submit a merge request back to the public repository seems like a reasonable workflow. Is that possible?

Hi Chris! In your case sounds like a fork might be the best option, you can read more about it at Forking a repository. If the repository is public, you shouldn't have any issues doing so.
