I want to turn on 2-step verification for my users but it is greyed out even though I have premium plan and it is enabled on my personal account

Welcome to the community!
This may sound confusing but the one you are activating your two-step verification is for your Atlassian account. However, for you to enable the Bitbucket premium feature you need to enable another two-factor authentication on your Bitbucket account level.

Once done, you should be able to enable your premium features to enforce the two-step verification.
