How to enable access of directories only

I have three directories on one of my bitbucket repos

\Project1

\Project2

\Common

Now I want provide access to a outsourcing contractor of \Project1 and \Common,

but don't want give access of \Project2

What are the efficient way to achieve this (without losing all commit history) ?

It seems submobule is the way to go.

should I create three different repos?

1)Project1

2)Project2

3)Common

then import Common to both Project1 and Project2 as submoule.

I think the best option is to go for creating separate repositories for each since you want user based restriction, and if you have just one repository you are just making things complex too.

So, if i was you, i would go for separate repositories.
