I have a user that needs permission to view and edit the settings for one of the projects in our workspace, however I can not find a way to edit those permissions.
How do I do this?

At the moment, only workspace administrators can edit project settings. It is not possible to configure project administrators separately.
The user will need to be added as a workspace administrator in order to edit project settings, or an existing workspace admin can edit the settings.
We have a feature request in our issue tracker related to what you are asking:
You can add your use case by leaving a comment in that ticket for our product managers to consider.
I would suggest adding your vote as well (by selecting the Vote for this issue link) as the number of votes helps the development team and product managers better understand the demand for new features. You can also add yourself as a watcher (by selecting the Start watching this issue link) if you'd like to get notified via email on updates.
Implementation of new features is done as per our policy here and any updates will be posted in the feature request.
