How to deploy hook plugin using command prompt?

Hi,

I have requirement to deploy the Hook plugin using command prompt. Is this possible to do ?

If yes, please provide me some insight for the same.

but mentioned detail is for JIRA, this will be applicable for STASH also?

Yes, the altas-... commands are part of the Atlassian Plugin SDK. This source gives you a quick overview (see table) of all the products that are supported by the SDK:

As you can see Stash is also one of them.
