How do I limit where users can create their remote branches?

Is there any way for me to control where users get to put their personal branches in my repo on Bitbucket?  Even as little as locking out new top level directories would be great.


i see the Branch permissions but that seems to only allow me to lock the whole branch...

People always mess up my pretty hierarchy.
