How do I get my 5.4.0 upgrade to recognize the JVM Memory setting?

I am upgrading from 4.14.2 to 5.4.0.  When I attempt to start the bitbucket server I get the following error:

Error occurred during initialization of VM

Too small initial heap.

I have set JVM_MINIMUM_MEMORY=2048 and I have even tried changing the setting in the _start-webapp.sh file.  Nothing has worked so far and I am not sure where to go next.
