Can an admin user (not the owner) get notifications about every new issue, about every new comment in the issue tracker?
It described here, but there is no such eye icon at the user's admin panel.

If the (public) issue tracker is enabled on your Bitbucket repo you should be able to receive a notification for all new issues created in the project:
Not sure about the comments though.

In private issue tracker there is no such option?
If I change the tracker to a public anyone (even those who doesn't have access to my repository) would be able to see all issues?

My screenshot was taken from a private repository and thus a private issue tracker. The watch button is only at the homepage of the repository, not on the issues page. Maybe that's why you can't find it.
