How can I mirror a stash repo along with its pull requests?

When trying to clone and push a mirror of a Stash git repo, I get denied when pushing and see errors like this:

  ! [remote rejected] refs/pull-request/10/to -> refs/pull-requests/10/to (pre-receive hook declined)

and the explanation that "You are attempting to update refs that are reserved for Stash's pull request functionality."

Is there any way to migrate a Stash repo to another Stash server along with the Pull Requests by using a git clone?

What you are trying to do is not possible this way. Take a look at https://answers.atlassian.com/questions/12268189 to see a method that works (although this migrates everything).
