How can I limit an app password to a specific repo?

We have a team in Bitbucket (well, what used to be a team; now a "workspace"). I've had a request from one of my developers to create an app password so that one of their vendors can connect via a webhook to integrate their Jenkins builds.

Here's the thing - I can certainly create an app password on my account, since I'm the "workspace" owner (formerly team admin). but that will then allow this vendor access to all of our repos, correct? 

How can I limit access to a specific repo? I'm not seeing any way at the repo level to attach an app password.
