How can I block users from a repository preventing all access even read/clone?

I have a requirement to control access to each repository and that includes removing default read/clone access from the repository. Can this be achieved with BitBucket? All our tests so far have resulted in all users being able to clone.

Hi Ian,

Repos which are not marked as public and on which no user has been granted access should not be accessible to any user other than the system admin and any users who were granted repository or project administrator permission.
