We had a self-hosted BitBucket server that we had placed on a MacMini that was working fine for us for a year now, but we had a server migration recently and when we restarted the server, all our users were gone but there was around 5.8 GB of pack files that we assume might either be some sort of diff cache or the actual repositories, but we dont' have a way of accessing these files to be sure.
Is there a way to recover lost repositories from pack files generated by BitBucket?
Alternately, is there a log somewhere that could indicate what may have happened to our user accounts, or if there is a way to rebuild them somehow? For some reason our admin account is still there, but all the other accounts have vanished as have any references to the repositories that the server formerly hosted.

Which version of Bitbucket are you using?
Also, how were you managing your users before? Were you using an external directory (such as Crowd or LDAP) or were you using the internal Bitbucket user directory?
My gut feeling tells me you were using an external directory but that directory isn't accessible anymore and that's why users disappeared.
As far as the recovery of repositories is concerned, they can only be recovered from actual file system backups.
