When we fork repository, new forked repository doesn't contain any branches not merged to main branch from which this new repository is forked

Forking and cloning are not the same thing. Forking a repository will copy the main data such as files and code. Issues, branches, pull requests and other features, will not be copied over to your fork. Instead, your fork will start as a newly created repository, but with all of the content present at the time of forking.
