Fork a bitbucket from JIRA ticket

we are looking to integrate bitbucket and jira (server version 8.5.1) in order to allow project users to add a jira task or similar, that has a link, or automatically triggers, the creation of a repo in a bitbucket repo. New repo should be a fork. We want to keep feedback from this repo actions to the user via the same jira ticket.
New repo should also have a webhook configured ( we know how to do this from bitbucket API)

We are looking into options:
- is there any out of the box integration that does this? we see the "create branch" in the jira task or similar
- is it possible to configure a webhook? we could then code something that interacts with bitbucket API to fork the repo ( not sure if it is possible though)
- we noticed the post-functions options in the workflow.. but that seems to be disabled, and might need to engage with our jira administrators...

Is there any option to evaluate?
