No, it is not a premium restriction - in fact, new team API keys can not be created anymore (existing team API keys continue to work). This is a very recent change that has not been properly documented; we're updating the documentation right now - apologies for that.
We recommend instead using application-specific passwords on either an existing team member's account or a dedicated account for access.
