We have to set different branches for pull requests and create a branch.
We are using the model master (production), testing (development) and staging (integration)
When i set the default branch, it will be the default for pull requests and also for create a branch. It is not possible to set the default different.
There seems to be no question here. If this is a feature request, create a JIRA item for it here.
Ok, the question is, how can we configure the default branch for create and for pull requests differentially? It should not be the same branch.

In the "Branching model" page of the settings of a repo, you can configure separate production and development branches. This might solve your problem. If not, there is no way to configure this.
