I am looking to use the Issues section of a BitBucket repository to track and manage issues on the project with a client. Is it possible to create a user account that our client can use to login to the Issues are and create and view the issues, without having access to the code, or more importantly to other repositories on our account?

This is not possible. You can only choose to give access to a Repository and choose between Read / Wrire / Admin.
This is not supported by Bitbucket. As a workaround you can creat a special repository that is used only for project's issues. Client access to the repository can be managed with one group where all client accounts belongs to. I have used issues-repository succesfully in one project.
