May I know what is the exact requirement here?
If you are trying to give the read access, you could generate the private and public keys and add private key to your repository

I have tried adding this to a repo of mine for testing purposes, and there were no issues.
I can see in your screenshot that there is an Access key in this repo.
Can you click on the icon that looks like an eye on that page and double-check if it is the SSH key you are trying to add?
If this specific key has already been added to this repo as an Access key, you won't be able to add it again, as it already exists.
