Thanks for reaching out.

At the moment the only way to link Jira project is by mentioning an issue from that project in commit message or pull request title in that repository. See this documentation page, specifically:

If you want to associate a Jira project to a Bitbucket repository, mention the issue key in your message or pull request. Once you add your issue key to any commit message or pull request, you will be able to access the issue view by clicking the issue key link.

Manual project linking is on our roadmap, so in the future this will also be possible.
