Can we deny non-administrator users to allow public access in Bitbucket Server?

But I would like to prevent "normal" users from making a repository public, as this is a security concern. Call it "Kindergarden mode"...

Is this possible somehow?

 

Otherwise we'd work around this with a public (read-only) repository and a private one and disallow public repositories in general.

Why are you running a publicly-accessible instance of Bitbucket Server?

I don't see this answer as really constructive - but please assume (correctly) business constraints.
