Sorry I'm new to Git in general. But as the topic states, can an invited user with read privileges make a pull request to a project? Not just clone, fork etc

No worries, we're here to help! To contribute changes to the repository, the user will need to have 'Read' permissions. For more info on what a user can do, you can check the article Grant repository access.
