Can Stash fork sync after a push?

We have Stash 3.1.5 . Every time someone directly pushes to to a branch, none of the forks auto sync. Forks only auto sync after a pull request is merged. Is this by design? If I want to have pushes trigger syncs, should I submit the request as a new feature or a bug?

 

Secondly, can anyone give advice on how I could make a stash plugin to fork sync on a push?

The forks should auto-sync when someone pushes to the origin repository. If you're not seeing that, it could well be that the repository hooks are not working correctly.
