We are using a private issue tracker. However we want to give our users the option to easily file issues. Does bitbucket provide a way to create issues/tickets in a public interface even though the tracker itself is not publicly accessible?

As far as I know, bitbucket does not provide a way to keep the issue tracker private while allowing end-users to create new issues. You must go for Jira Service Desk or a similar product.
