Hi,
A few years ago the workspace was used by the employee for a few projects for "A" client. Later the employee left without handover of the work including the BB workspace.
Currently we are moving our core source code to BB cloud for "A" client. But unfortunately the workspace is taken and the rest of the employees have no access to the workspace.
Is it possible to claim back?

You will be able to claim it if you are considered the owner of this workspace. In order to understand who we consider the account owner and how we verify it on our side, I would recommend that you access the following article as it has a very good explanation around Bitbucket ownership:
If you don’t know if this workspace is a "personal non-managed account", a "shared workspace" or a "personal managed account", we can create an internal ticket for you, so you can share the workspace ID and we can check this on our side to confirm if you are considered an owner of this workspace or not.
