Bitbucket server webhook seems to ignore http.nonProxyHosts settings

After all of proxy related properties, Bitbucket Server does not obeys the http.nonProxyHosts settings (always try to use proxy).  But Pull request notifier for BitBucket works as expected.

Does anyone know workarounds?
