Hi Ramesh! For your first question, you won't receive a notification when a new repo has been created in an account you have access to, but you'll be notified when you're granted access to a new repo.
For your second question, you won't receive a notification when the access settings to a repo changes, unless this means you're losing access to said repo, in that case you'll get a notification saying that your access was revoked.
