Windows install shows this error:
XSRF Security Token Missing
"Bitbucket could not complete this action due to a missing or expired form token.:
The installer also attempts to access off-network resource (see attached screen grab).
Turns out the browser that was being used to install and configure the server had COOKIES DISABLED. Enabling cookies allowed the install to continue even though the attempt to connect to Atlassian failed. The token apparently ended up being created.

Thanks for coming to Community about your offline Bitbucket install issues. As confirmed by your screenshots and notes, the standard install does require internet access to complete the Bitbucket install. There is an alternative to using this install which would be to use the archive instead. The archive will allow you to install without the requirement of needing the machine connected to the internet. Further information on this may be found at Install Bitbucket Server from an archive file.
