Bitbucket Server Backup Client: Restore problem into PostgreSQL database

I'm trying to use the bitbucket-restore-client.jar (version 3.3.2) to restore my Bitbucket site to a new server (Bitbucket 5.3.0). I have created a new database (PostgreSQL 9.6.4.1) as per the documentation and dropped all the tables under Schemas -> public (including public) so that the database is "empty".

My problem is that I get an error:

com.atlassian.bitbucket.internal.backup.client.RestoreException: The target database contains tables whose names collide with Bitbucket's tables.  Please migrate to a clean, empty database...

Any ideas what's going wrong here? What exactly is meant by a "clean, empty database" which is what I thought I had created?

Can you provide the full command you're using to run the bitbucket-restore-client.jar as well as the backup-config.properties file?
