According to this documentation page https://confluence.atlassian.com/bitbucketserver/commenting-on-a-pull-request-1027119882.html there is a button Start review which helps reviewers to create whole review as one notification for developer.
But we cant find such button in our bitbucket. We are using standard plan on bitbucket cloud.
Also there is screenshot in documentation page
which is quite different from the page we can see as our PR page.
What am I missing?

I think that the "Request changes" button is probably the replacement of this flow: https://bitbucket.org/blog/a-new-status-for-pull-requests-in-bitbucket-cloud-changes-requested
I disagree. The "Request changes" button only notifies the author about requested changes and blocks merging until the reviewer waives the request status. To me it is unclear, how a reviewer can comment silently and then inform the author about everything all together, e.g., starting and ending a review
