For Bitbucket Server I see that there should be an option to add a Jira Issue from the Pull Request screen (https://confluence.atlassian.com/bitbucketserver/review-and-discuss-a-pull-request-808488540.html).
Is that possible from Bitbucket Cloud? If not, how might I accomplish something similar with BitBucket Cloud and Jira Cloud? I have already integrated them together, but it seems that the integration only makes Jira do stuff when new commits are pushed to Bitbucket but Bitbucket cannot do anything inside Jira. Is this true or am I missing features?
To associate a pull request with a JIRA issue you have to mention the JIRA key in the pull request, either in the description or as a comment. By Jira key you mean Jira Issue key, right? So I can reference a specific issue on Jira when opening a pull request on Bitbucket cloud, right?
What I want to do is to open issues on Jira from Bitbucket Cloud. Like is explained under "Create a JIRA issue from a pull request" in https://confluence.atlassian.com/bitbucketserver/review-and-discuss-a-pull-request-808488540.html

Correct, I meant the JIRA issue key. As long as you have connected JIRA and Bitbucket I believe you can create new issues in JIRA from Bitbucket.
