Any permission is required to create personal repository from Profile in Bitbucket?

Our user can log in our Bitbucket server and try to create a personal repository from Profile, but it shows 401 error page. How can we resolve this error?

Which version of Bitbucket Server are you on?

Perhaps one of your admins has turned the feature off in the "bitbucket-server-config.properties" file?

e.g., 

feature.personal.repos=true

Controls whether personal repositories can be created. When set to false, personal repository creation is disabled globally in Bitbucket Server.
