i am trying to configure oauth for bitbucket and jenkins connectivity but access management section is missing in bitbucket server v4.12. I have admin access for both the tools to perform this action. Please suggest.

The Access management section is specific to Bitbucket Cloud and, as such, there is no corresponding section in Bitbucket Server.
To accomplish setting up oauth with a non-atlassian application in Bitbucket Server, please use the following resource as a guide:https://developer.atlassian.com/display/JIRADEV/JIRA+REST+API+Example+-+OAuth+authentication.
Although this resource was written for JIRA, the concept is the same for Bitbucket Server.
