Update aws-sam-cli (current:0.17.0) to >= 0.52.0

Hello,

In order to use AWS SAM templates with step functions step machine inside bitbucket pipeline, we need a higher version of aws-sam-cli. 

from AWS:

To manage AWS SAM templates that contain Step Functions state machines, you must use version 0.52.0 or later of the AWS SAM CLI. To check which version you have, execute the command sam --version.

So we would like to ask if it would be possible to update https://bitbucket.org/atlassian/aws-sam-deploy/src/master/requirements.txt

aws-sam-cli==0.17.0

and use a version >= to 0.52.0
