admin user cannot delete another admin account

I attempted to delete another user I had previously added to the bamboo-admin group and received this message:

You cannot remove the last administrator from the the administrators group (Bamboo-admin).

Observations: Viewing the Groups page shows 0 users for all groups. I added a user, just to bamboo-users, then attempted to delete and have the same issue

Environment information:

Bamboo: 5.13.0.1

Database: MS SQL Server 2012

DB Driver: sqljdbc42.jar

Class Name: com.microsoft.sqlserver.jdbc.SQLServer

Driver Connection string/options: jdbc:sqlserver://HOSTNAME:3433;databaseName=Bamboo;instance=SYSPREP;ssl=require

OS: Server 2012 R2

java version "1.8.0_102"

Java(TM) SE Runtime Environment (build 1.8.0_102-b14)

Java HotSpot(TM) 64-Bit Server VM (build 25.102-b14, mixed mode)

Can you please provide more details on this? Any logs, error messages
