Anyone has a reason why?

The refapp template uses a version of LATEST, but tht doesn't exist in the remote repository. Edit the POM and change that value with something from the list at https://maven.atlassian.com/content/groups/public/com/atlassian/refapp/atlassian-platform/. For instance 2.19.2, though I have not tested that version is specifically compatible with refapp 4.2.4.

Faced a similar issue with plugin sdk 5.0.13 and i used refapp version 2.9.1 and it worked.

Cannot create atlassian-reffapp-plugin-module
