Permissions on project level within Bamboo

Our company has several issues when working with Atlassian Bamboo.

We have lots of team presumably going to work with Bamboo. As far as we can see our structure is following: every team is going to have its own project (although it is just a meaning of grouping plans) with list of plan (starting from 3-5 to 10-15 per team).

So, our question: is there any possibility to restrict plans get created on project level? We are aware of per plan restrictions, however, our current politics allow users to create plans themselves. So, as you can see, nothing can stop user from creating plan in wrong Project.
Is there workaround to restrict, e.g. who can view project (currently person won't see the project if he doesn't have a visible plan created within it), or who can create plan within it?
