Only bamboo admin can label a plan in Bamboo 3.2?

Hi there,

Latest Bamboo version 3.2 allows you to filter plans using labels.

According to the document below, the only requirement for labeling a plan seems you got a bamboo user account.

However, when I tried this my end, and logged in as a user without bamboo-administrators privilege, I was unable to attach a label to plan.

Am I missing something? I appreciate your help.

Actually, when you log in to bamboo as a non-admin user, plan > actions > add plan label menu does appear, but even if you click it, nothing happens.

I am not sure if this is an expected behavior.
