Do you have to be an admin to set up a build on Bamboo?

I want to provide my QA Automation the ability to set up builds on Bamboo (we are on the Atlassian Cloud) but he is getting an error that says "Not authourised to configure plans.  There are no builds configured in Bamboo.  You do not have the correct privileges to set up a build.  Please contact an administrator for further assistance."

I don't want to make him an Atlassian admin because that would give him access to everything.  I can't find a permission group that seems to apply. He is already a member of bamboo-users and has application access obviously. 

How do I enable the permission for this user to create builds on Bamboo?

Answering this myself.  One way to get this to work is to create a new type of user (e.g. bamboo-admin) and then add them to global permissions builds/admin/viewGlobalPermissions.action for Create Plan and Restricted Admin
