I want to know whether we can use bamboo to create a deployment project to deploy a PHP website onto Windows Server 2008 on CLOUD.

Could you please  provide a link explaining about deploying to cloud from Atlassian documentation.

Rajesh I'm unable to answer this question until you provide more specific information. Deployment procedures depend on type of cloud provider, type of application, application server and probably many more factors.

If you can do it from commandline then you can automate it with Bamboo.
