It *can*. I wouldn't recommend it, especially if you'd be running local agents. Recommended size depends on your usage - plans / if using local agents etc. You definitely won't get by with lower tier instances.
What is your use case? Do you need EC2 or is it just preference? Might be better going to an Atlassian hosting provider or a different cloud / VPS service with more power in some cases.
