Bamboo - why are email notifications no longer sent to a specific user?

A Bamboo user, identified correctly in Repository aliases (Overview | Authors and under the user Profile), no longer receives email notifications for successful or failed builds for which their latest commit triggered the build. Previously, although unsure how long ago it was - perhaps one or two months, email notifications were working correctly.

A number of different notification settings have been tried - for example:

Failed Builds and First Successful/Committers

All Jobs Completed/Committers

The only way to trigger an email notification is if the user is explicitly set as recipient (Failed Builds and First Successful/User

The last upgrade was 11 June 2018 to v6.5 from v6.3.2. This may be related but we cannot be sure.

We are on the latest version 6.8.0 have not meet that problem
