Bamboo Windows Agent Continually Pending

I'm trying to do a very vanilla .NET project build (output of class library) and the Agent running on the new instance is always simply "Pending".  I have the VPC set to None and the EC2 instance starts, but the "Status Checks" never pass. System Status Checks seem good but the "Instance Status Checks" either fail or don't ever resolve.  This is after 15 or so minutes.


From what i can tell in the Bamboo cloud documentation, I shouldn't be having this issue.  I don't need a custom AMI or anything so shouldn't the default AMI work? 


It looks like the network connections are failing and I'm not exactly sure how I can fix this as I can't even RDP into the box.  Is the default Bamboo Windows AMI no good?

Alright well it finally started working after about 20 minutes.  Not sure why it took forever.
