After Bamboo upgrade to 5.14.3.1, existing build plans cannot be run.

I upgraded a bamboo server from version 5.4.2 to 5.14.3.1 and now I cannot run existing build plans. Whenever I attempt to run one I get the following error:

"Error encountered while triggering manual build: Could not generate next build number for 'XXX-XX' Plan 'XXX-XX' did not start"

In the log there is a java.lang.RuntimeException: Could not generate next build number for 'XXX-XX'

...

Caused by: java.lang.IllegalStateException: No build numbers record for plan XXX-XX

Also, there is no entries in the BUILD_NUMBERS table.

Is there a work around that I can utilize to populate the BUILD_NUMBERS table?
