Foreign key constraint error during Confluence migration from Server to Cloud

When migrating my first space in Confluence from Server to Cloud, I'm getting this blocking error:

ERROR: insert or update on table "label" violates foreign key constraint "fk_label_owner" Detail: Key (owner)=(2c968154679fca7e01679fd4133500a3) is not present in table "user_mapping".


Can anyone advise on how to resolve it?
