What are the core challenges of migrating to Atlassian Cloud?

+1 to everything @Dave Theodore [Coyote Creek Consulting] mentioned! Every migration is slightly different, but we have a variety of resources to help assess, prepare and test your migration ahead of time to make sure your migration is successful.

If you haven't already, I recommend checking out the below:

• Cloud Migration Trials: These are essentially a free cloud license (Standard or Premium) that allow you get started in cloud at no cost, explore cloud features, and test your migration ahead of time—without paying for a cloud license. They last a minimum of 2 months, or up to 12 months depending on when your current server/DC license expires. We typically see customers convert these to their "production" cloud site once the migration is complete. 
• Cloud Migration Guide: As mentioned above, this guide should cover everything you need when navigating your migration. For anything not covered, please contact our migration support team.
• Cloud Migration Assistants: While there's no "magic button" for migrations, these free Server/DC apps will help you plan and test your move to cloud. This includes pre-flight error checking, the ability to only move the data/users you want to keep, and most importantly App Assessment to help you determine which apps are available in cloud and what their migration paths are. Using the migration assistants doesn't remove any data from your server/DC license, so you can run multiple test migrations ahead of time to make sure everything is working correctly before making the switch.

There are many challenges. It depends on which tools you are migrating,  how your tools are set up, which Apps you use, how well organized your user management is, what types of integrations you have and more. The good news is that Atlassian has an article that can provide guidance.

If that documentation doesn't point you in the right direction, I suggest reaching out to a local Atlassian Partner, as they will likely have experience with a lot of different use cases. We do a ton of Server/DC to Cloud migrations here in the US. Unfortunately, it's not quite to the point where you click the magic "migrate" button and you're in Cloud. If you have a fairly complex setup, these migrations can be rather messy.
