Atlession is going to deploy Identity Manager that will allow a customer to set its own password policy, but what is currently the default password policy
- minimal length
- type of chars
- expiration
- login attempts

As of today, we don't have an article stating a set of rules to be followed as in password minimal length, type of chars, expiration and number of login attempts.
We suggest checking our password policies, where you can find instructions on how you to set a password policy to help ensure that the people accessing your Atlassian Cloud applications are using best practices when creating passwords.
We do have a feature for Advanced password management that might interest you. Feel free to add your comments and vote for it to make it more noticeable to our developers. Please refer to Implementation of New Feature Policy for more information on Atlassian's approach to the development of these improvements.
