Connect to G Suite - Administrator Account Permissions (Custom Role)

We are trying to create a custom role with limited Administrator privileges so that we can connect to G Suite.  We have created a couple users (jcarr@columbus.k12.oh.us and atlas_sync@columbus.k12.oh) with the following administrator permissions listed in your documentation:

We have also verified that our Enable API access box is checked.

When we try to sync, we receive the following error:

We weren't able to read users from your G Suite directory

Please ensure that you connect using an administrator account and that G Suite Administrative APIs are enabled for your domain.

The only account we've been able to successfully connect with is a G Suite super administrator account.

Is it possible to connect to G Suite with a custom role?

Our super admin was going through the custom role, there are actually two sections: ‘Admin Console’, which is what the Atlassian documentation points out but, also ‘Admin API Privileges’.  He added the same read permissions in that section and it's working now.
