migrate behaviour to cloud

Can i create automation rule on the cloud since I can't migrate to cloud in Behaviours? Or if there is another way, please suggest.

Behaviours technically do exist in the cloud as a companion app to ScriptRunner, https://marketplace.atlassian.com/apps/1228522/behaviours-scriptrunner-for-jira-cloud?tab=overview&hosting=cloud

Do you mean to say you don't have ScriptRunner in the cloud?

In terms of making a field read-only conditionally, you can do this in the cloud by having the field only editable in a transition screen, for example, in the workflow, and just having it in the View screen the rest of the time.

Yes we do have script runner on the cloud instance.

But since I never worked before with Jira and now I need to do migration, got stuck with this. 

But I will try test with this, what you said:

And see how it goes.  Hopefully it will do the job.
